It's a fork bomb in bash script form.

:(){ :|:& };:

Everything before the ; defines a function named :.  After the ;, it
makes the first call to :

Each call to : makes another call to : which has its output piped in to
-another- call to :, then the whole thing is put in the background to
keep you from being able to easily kill the whole process tree with
ctrl-c.

It's not particularly powerful, as it doesn't consume much other than
process table entries, but it's pretty =D
