[Shacs] Texas legislation - PC Techs need PI certification?

I knew this was a requirement for private computer forensic professionals in Texas, but I did not know that it applied to PC techs.  That seems to be a very broad interpretation of "investigations company" if that is in fact how PC techs are being catagorized. Has anyone heard of the semi-recent legislation passed requiring that PC technicians earn a Private Investigator's license before working on a PC???  MAybe it's just in government work?..  anyone?
