[Shacs] Texas legislation - PC Techs need PI certification?

..and (according to the article) it seems there is some confusion as to to
whom this bill applies: it's folks mucking with data retrieval from PCs, not
just going to someone's house to replace Vista with Ubuntu. Still, I think
there is a grey area in there that i don't understand.
