[Shacs] Texas legislation - PC Techs need PI certification?

I read through the legal documents, here are the parts relevant to this
discussion:

Unless the person holds a license as a security services contractor, a
person may not:
...
Act  as an  alarm  systems  company,  armored car, company, courier
company, guard company, [or] guard dog company, locksmith company, or
private security consultant company;
...
For   purposes  of  Subsection (above),   obtaining or
furnishing information includes information obtained or furnished
through the review and analysis of, and the investigation into the
content of, computer-based data not available to the public.
----
So I don't think there's anything to worry about unless you work for a
"private security consultant company", in which case I don't disagree
that you should have a special license. No court in the world would
accept something that some acne ridden computer tech extracted from his
boss's machine on his thumb drive that has a folder labeled "Not-Porn"
