Can of Worms: Questions about degrees and credentials

I am having difficulty understanding question number four.  If there was such a
requirement, wouldn't that in effect mean that a person was REQUIRED to have a
masters in music therapy to practice music therapy?  If that is the case, what
would be the motivation for allowing five year's of practice with a Bachelor's
degree?  While I feel the movement towards requiring a master's in music therapy
is a positive step and one which will put us on more equal footing with other
creative arts therapist's (art and drama specifically), the specific wording of
question number four seems to contadict the purpose of creating such a
requirement.  Isn't the real question "Should a Master's degree be required to
practice music therapy?"  followed by "Must the Master's be in music therapy, or
can it be pursued in other social services programs?"
