Subject: Protect the Right to Education for kids with special needs


The act currently in Congressional committee says if a child with =
disabilities misbehaves in school, he will have NO SCHOOL WHATEVER for =
10 DAYS (2 SCHOOL WEEKS).  1ST, acting out behavior is often the only =
way a child with a disability knows how to communicate that things =
aren't ok.  He needs more education, not less (alternate ways to =
communicate and appropriate behavior needs to be taught.)  2ND, teachers =
and aides sometimes set children with disabilities up to misbehave.  =
Mostly this is done inadvertently, because they don't understand what =
sets the child off.  But I have seen it done on purpose.

This act is tantamount to suspending a fifth-grader who can't read.  The =
solution is to provide additional special help to teach the youngster to =
read, not to kick him out of school.

There are already provisions in IDEA to remove a child from the =
environment if necessary, and to change his placement and/or program =
temporarily or permanently.  No new law is needed to protect other =
students or teachers; it's the children with special needs who need the =
protection which others are trying to remove.  Please help.

Please act on the following and call the White House, Senators and =

This will be a very serious abrogation of the rights of  children with =
serious problems,=20
