This meeting will provide a forum for discussion of current
and future needs of public crime laboratories and
development of technology to meet those needs. Panel
presentations on current DNA research will accompany
practical discussion on issues such as laboratory
implementation and funding. 

Attendance at the workshop is required of current and past
NIJ grantees who have received funding support for DNA
laboratory improvement, research, or technology development.
Others interested in the use of DNA in the criminal justice
system are encouraged to attend.

Cultural Training Curriculum for Federal Criminal Justice
Personnel," to be held on June 29, 2001, Buffalo, New York.
This training helps Federal Government personnel understand
the diversity within Indian communities and improve their
abilities to provide culturally appropriate services to

* Tribal Justice Statistics Assistance Center Solicitation

This solicitation seeks to establish the Tribal Justice
Statistics Assistance Center (TJSAC). The center will
provide expertise and technical assistance to Federally
recognized American Indian and Alaska Native tribes in
improving the collection, quality, and use of criminal and
civil justice statistics in Indian Country. The TJSAC also
will serve to assist tribal jurisdictions to participate in
national data collections such as the National Incident-
Based Reporting System (NIBRS) and the Uniform Crime
Reporting (UCR) Program, and to participate and have access
to national law enforcement data systems such as the
National Criminal Information Center (NCIC). Profit and
nonprofit organizations may apply for this cooperative
agreement. Proposals must arrive at BJS on or before 5 p.m.
EST, Friday, June 18, 2001.

* Community Gun Violence Prosecution Plan: Online
Application Announcement

The goals of this program are to:

1) Allocate resources directly to chief prosecutors across
the country to enable them to assign assistant prosecutors
who are dedicated to the prosecution of firearm-related
violent crime.

2) Improve the long-term ability of prosecution agencies to
more fully address the issue of firearm-related crime within
their jurisdiction.

3) Deter firearm-related violent crime through the swift
certainty of prosecution. 

Funding for this program is $75 million. The application
deadline is July 20, 2001.

* FY 2001 Local Law Enforcement Block Grants Program

Congress has appropriated $523 million for the continuation
of the LLEBG Program. LLEBG Program funds must be spent in
accordance with one or more of the following purposes:

- Supporting law enforcement.
- Enhancing security measures in and around schools.
- Establishing or supporting drug courts.
- Enhancing the adjudication of cases of violent offenders.
- Establishing a multijurisdictional task force, especially
  in rural areas.
- Enhancing crime prevention programs.
- Defraying the cost of indemnification insurance for law
  enforcement officers. 

BJA will make awards on a rolling basis, with all FY 2001
awards completed by September 28, 2001.

* Compendium of Standards for Indigent Defense Systems: A
Resource Guide for Practitioners and Policymakers (CD-ROM)

This compendium defines the essential elements of quality
public defense and an efficient and accountable delivery
system to ensure fair trials and guard against miscarriages
of justice. These standards have been adopted by
jurisdictions across the county in many ways, including
statutes, court rules, court decisions, incorporation by
counties into public defense contracts, adoption by public
defense agencies or bar associations, and outside audit of
public defense programs. Enforcement mechanisms can range
from loss of State funding or a county contract to voluntary
compliance. (NCJ 187860)

* National Symposium on Indigent Defense 2000: Redefining
Leadership for Equal Justice: Final Report

The Second National Symposium on Indigent Defense was called
to encourage criminal justice professionals and defenders to
work together to protect the innocent, promote the integrity
of the criminal justice system, and restore public
confidence in the criminal justice system. A robust indigent
defense system is vital for ensuring justice and helping our
communities gain trust in the criminal justice system. This
report summarizes the symposium's proceedings. (NCJ 187491)

* Anticipating Space Needs in Juvenile Detention and
Correctional Facilities

One of the most difficult challenges facing State and local
juvenile justice systems is anticipating space needs in
detention and correctional facilities. Underestimating
future demands can lead to overcrowded and unsafe
facilities. Overestimating future demands can lead to
mismanaged tax dollars and even misuse of the extra space,
such as detaining juveniles who would not otherwise be
confined.

This OJJDP Bulletin provides policymakers with information
that will help them to determine the appropriate space
needed to accommodate the number of juvenile offenders
expected to be placed in residential facilities. An overview
of juvenile justice system policies and decisionmaking
affecting future space needs is provided and an analysis of
different projection models is included. (NCJ 185234)

* Early Identification of Risk Factors for Parental
Abduction

While State custody laws vary, the laws of every State
establish that abducting one's own child is a crime. OJJDP
has funded four research projects on preventing family
abductions: a documentary study, a criminal sanctions study,
an interview study, and an intervention study. The designs
and findings of these research projects are described in
this OJJDP Bulletin.

The findings provide information regarding the risk factors
associated with parental kidnaping and strategies that can
be used to intervene with families at greatest risk. This
information addresses such critical factors as the
characteristics of parents who abduct their own children,
the role family violence plays in increasing the likelihood
of parental abduction, ways of identifying children at risk
of being abducted by a parent or other family member, and
steps that can be taken to protect children from family
abduction. (NCJ 185026) 

* Female Gangs: A Focus on Research

For many years, female gangs were regarded simply as
satellites of male gangs and rigorous research to understand
them better was rarely undertaken. This oversight has
resulted in gaps in information about girls and young women
who are at risk for gang involvement and juvenile
delinquency.

Part of OJJDP's Youth Gang series, this Bulletin represents
a step toward rectifying the deficiencies of prior research.
It summarizes past and present research and tracks the rise
in the number of female gangs and the increased public
recognition of female gang involvement as a significant
social problem. (NCJ 186159)

* OJJDP's Program of Research for Tribal Youth

Since 1999, OJJDP's Tribal Youth Program has funded tribal
programs, training and technical assistance, and research
and evaluation projects to improve juvenile justice systems
and delinquency prevention efforts among federally
recognized American Indian tribes. This OJJDP Fact Sheet
summarizes OJJDP's tribal youth research activities, which
are designed to provide empirical evidence about juvenile
justice and delinquency prevention policies and practices
and their impact on tribal youth. 

* Promising Practices: Drug-Free Communities Support Program

The Drug-Free Communities Support Program helps local
antidrug coalitions work to reduce substance abuse among
youth. Through OJJDP, the Office of National Drug Control
Policy awards grants of up to $100,000 to community
coalitions involved in youth alcohol and drug abuse
prevention activities.

This OJJDP Fact Sheet highlights the variety of innovative
strategies that these coalitions use to support their
communities in their efforts to become drug free.

* Internet Crimes Against Children

This publication explores the nature of Internet crime and
the complex challenges it poses for law enforcement
personnel and victim service providers as they work to
