two years ago might never have happened had school officials and the loca=
l sheriff acted on clear signs that the two killers were prone to violenc=
e and familiar with lethal weapons, according to a report made public tod=
ay by Gov. Bill Owens of Colorado.</P> <P> The 200-page report from a blu=
e-ribbon panel appointed by Mr. Owens is the first major independent revi=
ew of events surrounding the siege on April 20, 1999, at the school near =
Littleton, Colo., in which 13 students and teachers died before the shoot=
ers killed themselves. Columbine is the worst of the shootings at nearly =
a dozen public schools around the country in recent years.</P> <P> The 20=
-person panel, the Columbine Review Commission, was charged with recommen=
ding policy changes to prevent such episodes. </P> <P> As an assessment o=
f why the rampage occurred, the report represents a blistering condemnati=
on of the Jefferson County sheriff, John P. Stone. The panel concluded th=
at his actions =97 or lack of action =97 before the shootings and while t=
hey were happening were the overriding reason the shootings were able to =
occur, and for the magnitude of the carnage once they began.</P> <P> Stil=
l, several parents of Columbine students said the report did not go far e=
nough in providing information that would shed light on why people in aut=
hority responded as they did. </P> <P> William H. Erickson, the former ch=
ief justice of the Colorado Supreme Court who was chairman of the commiss=
ion, conceded that the panel's duty was not to find fault with any person=
=2E But he laid much of the blame on Sheriff Stone, the only ranking law =
enforcement officer who refused to appear before the panel in any of its =
15 public hearings.</P> <P> At a news conference with Mr. Owens and other=
panel members, Mr. Erickson said Sheriff Stone had appeared before the p=
anel once, briefly in a private session, and backed out on several other =
promises to testify in public. </P> <P> "He provided no information and s=
tonewalled our committee," Mr. Erickson said, forcing the panel to piece =
events together through the testimony of others.</P> <P> A spokesman for =
Sheriff Stone said the sheriff would not comment on the report until he h=
ad read it. Citing lawsuits against the department brought by families of=
victims, Sheriff Stone has routinely declined to discuss the events surr=
ounding the shootings. His office produced an analysis of Columbine last =
year, which Mr. Erickson dismissed as "self-serving."</P> <P> Even so, Un=
dersheriff John A. Dunaway said in a statement today that the department =
appreciated the commission's efforts, adding, "There will always be areas=
in a written product in which reasonable people will disagree."</P> <P> =
The panel concluded that the sheriff's office had erred in its failure to=
respond to what Mr. Erickson called red flags that would have drawn atte=
ntion to what the report said were indications that the gunmen, Eric Harr=
is and Dylan Klebold, "had suicidal and violent tendencies."</P> <P> Thos=
e signs, all of which appeared in the year before, included their arrest =
on suspicion of breaking into an electrician's van; their suspension from=
school for hacking into the school computer system; threats Mr. Harris m=
ade against another student, Brooks Brown, on Mr. Harris's Web site; the =
discovery of a pipe bomb behind the Harris home that matched the descript=
ion of a similar weapon on Mr. Harris's Web site; an essay Mr. Klebold wr=
ote for school that foretold of a siege similar to the one being planned;=
and a videotape on which the pair brandished weapons and described their=
murderous intentions.</P> <P> The report was especially critical of the =
Sheriff's Department's failure to execute a search warrant for the Harris=
home after the pipe bomb was found. "If the search warrant that was orig=
inally proposed had been issued, this probably wouldn't have occurred," M=
r. Erickson said.</P> <P> The panel was critical of school personnel, who=
failed to act on the Klebold essay or dispel an atmosphere at the school=
that encouraged bullying; of students who maintained "a code of silence"=
to protect classmates; and of the parents of the killers for failing to =
intervene in their activities.</P> <P> Neither Wayne and Kathy Harris nor=
Tom and Susan Klebold, all facing lawsuits, have spoken publicly about t=
he shootings. Neither did they appear before the commission. But the pane=
l said the parents "must have had inklings that disturbing things were go=
ing on, including such suspicious circumstances as the construction and s=
torage of some 90 bombs in the Harris and Klebold homes, the purchase of =
weapons by the two teenagers and other evident preparations for an attack=
=2E"</P> <P> Sheriff Stone was sharply criticized for his department's ac=
tions at the scene. The panel noted that usual methods of securing the sc=
ene, while appropriate for other hostage situations, proved inadequate at=
Columbine. For example, the report said, during the 46 minutes before th=
e siege ended with the gunmen's suicides, "no efforts were made to engage=
, contain or capture the perpetrators." which prevented the authorities f=
rom reaching Dave Sanders, the one teacher who was mortally wounded.</P> =
<P> Among the recommendations was that law enforcement agencies make stop=
ping any similar assault the highest priority at such a crime scene. The =
panel members also recommended that agencies develop better plans for coo=
rdination and communication. It urged schools to work harder to break the=
students' code of silence and develop procedures that students can repor=
t threats of violence without fear of retribution.</P> <P> Randy and Judy=
Brown, the parents of Brooks Brown, who was not involved in the shooting=
s, expressed dismay that the report did not go far enough in assessing bl=
ame. "I'm sick of getting reports where we have to read between the lines=
," Randy Brown said. "We thought it was going to be more. I don't think i=
t was deep enough or big enough."</P> <P> Brian Rohrbough, whose son Dani=
el was a shooting victim, said: "They should have been set up with subpoe=
na power. They should have tried to discover the truth."</P> =
